Flutter around 13 weeks and properly at 15 weeks, everyone is different. My OB and Midwife explained that my placenta is towards my back meaning I feel baby easier. So your placenta may just be in front of baby making it a barrier that she kicks through, as she/he gets stronger you'll be able to feel them. ;) so don't worry
@countrygl7, I felt flutters at 16 weeks. and I'm 20 weeks now and just this past like week and a half have I felt kicks. not hard ones, bc like @alhynele said my placenta is on top of the baby

wel I'm a ftm and I felt my girl around 17/18 I'd feel random jabs at night then more like 18/19 I was feeling the flutters on my bladder :)
