Нью-Йорк: Нужен ли второй владелец для разрешения на собаку, если она будет жить в доме у родственников?

We co own a home with my mother in law , my husband and her name is on the deed and mortgage. It’s a mother and daughter so we pay majority and have the bigger portion and his mom and sister live in the in law sweet. Sister in law asked us if she could get a dog, we told her no and then she asked MIL and she gave permission. Does anyone know if in the state of NY you’d need both owners permission for something like this? She has a history of neglecting animals and this ends up affecting our home and we’re sick of it and want this animal out.
