Usually, yes. I’ve had my water break first and then contractions started within a few hours. I’ve also had contractions first then had my water broken at the hospital.
My water broke naturally 2x and the doctor broke it the other time and I didn’t feel any contractions until after my water broke each time.
Doesn’t mean I wasn’t having them, I just wasn’t feeling them. When the doctor broke my water for me, I was hooked up to a machine and having them every 5 minutes and had no clue until the doctor pointed out the readings in the machine.

I had no contractions until they completely broke my water. I only had a leak. And as soon as it broke I felt it alllllll
