My younger sisters friend is pregnant (she's 16 so its her first baby and has no support system and I've been giving advice and helping where I can)

She had an appointment this morning, where they sent her to l&d(shes 38+ weeks) told her she has preeclampsia, and was dilated 3-4(she was 1-2, 4 days prior) but sent her home, and now she's bleeding, I know its normal to spot after being checked but how much is too much? She's saying its like a light period which I would assume is too much, right? I told her to call or go back to l&d because that seems to much to me?
