Advice needed!

Ok so bubba has been going on the potty both number one and two all day with no accidents for a few days now. However everytime I put underwear on him he pees in them. Hes totally fine when he has nothing on but he never lasts more than 10 min with underwear on without an accident. We arent doing pull ups unless its nap or bedtime because he cant tell the difference between a pull up and a diaper. Ive tried setting a timer and when it goes off he runs to the potty but doesnt pull his underwear down so we end up with wet undies. When he has to go number two and he has them on he waits for me to help him pull them down, but if he just has to pee he will go in them before I have time to pull them down. Im so proud of how far hes come with his potty training however our windows are very low to the ground and he loves to watch whats going on outside. I cant have him naked standing in the window with a bunch of little girls living across the street. Plus I'll be going back to work here soon and I dont want him running naked at my grandmas house. Also its been gross and rainy outside for the last week or so and we haven't been going out to play. We are looking at a nice day today and I want to take him out but idk how to deal with the potty and being outside. He throws tantrums when we have to come in and I don't want him trying to avoid going potty so he can stay outside. So tips on that would be much appreciated as well.
