question. Say someone is receiving welfare can they live in mexico or the have to be living in the U.S? is it considered fraud if you receive it and live in mexico ?

That’s fraud. You’re taking benefits but living and paying taxes to another country. Also you need a US address to even get Negro’s so that already is a lie if she’s using someone else’s address but not living there.
You have to live in the state where you are claiming benefits. You can’t live in another state or another country. It’s fraud.
You can’t claim assistance from a country your not living in. That’s like someone from the US trying to get assistance from South America you don’t live there your not a citizen. That’s fraud 💯💯
