Not trying to be funny or anything but has she had her first real bath yet? If not because of her umbilical cord not falling off then it just might be left over birth gunk.
I’d wash your baby off with a warm wash rag and some soap like they do in the hospital until the cord falls off because that’s what I done with my son and then I’d put baby lotion and baby oil on her to keep her skin from drying out and always make sure you get the hands and feet with the wash rag and lotion because their hands and feet dry out easy, I hope this helps.
always apply baby lotion everyday and then once the cord falls off you can start giving her baths 2 or 3 times a week and always make sure after every bath you apply baby lotion and baby oil, always put baby oil in her hair to keep her from getting cradle cap and use a baby hair brush to brush it through her hair, I learned all of this with my son and it helped keep his skin from drying out
