My new neighbor yells at her kids all day long I really wanna knock and see if she needs help? Is that offensive? She has 3 under 4.............

I welcomed her the first day they moved in and her kids were playing with my daughter outside, other than that no other interaction which is why I was hesitant

Can always stop by and welcome her and say you noticed she had kids and maybe set a play date...

You'll never know unless you try talking to her. You can always knock and ask for a play date or something. Tell her you can make a pot of coffee or something and hang out and talk?

I think your intentions are good but do you know her at all? Are you on a first name basis? If not she may feel uncomfortable or even pissed.
