My FIL is the same. Anytime they go to the store they come back with up to 20$ toy. And he put a lot on layaway. Meanwhile me and daddy just got them 1 big toy, 3 small ones , anything under 20 and shoes.

My oldest just needs her big toy , a new switch Game and she'll be done. One of her small toys and one of my youngest are on the way
