Either a blocked tear duct or infection. My little had a blocked duct and they showed me how to rub it properly everyday multiple times a day to get it to clear. Took 4m. The only way to know is to go see a doctor though because if its just starting now may be an infection

Looks like he might have an infection but I would take him to the doctor to be sure
