Honestly they do just hurt sometimes. Occasionally they will have a lazy latch that will irritate them or eating more than usual from a growth spurt. I would say around month 3-4 It got a lot less painful.

Has he been evaluated for a lip and tongue tie?
Does the pain go away once he’s on for a few minutes?
It does take a while to get used to it but being in pain the whole time isn’t “normal”. There may be something else going on.
