I think some states won't let you abort even earlier than that I'm not sure. But it's usually medically needed abortions that happen that late for reasons I assume they found at the anatomy scan or tests that are run later.

I don’t understand your question. 24 weeks is considered the age of viability & therefore that is the cut off for abortions (in a few states) due to that. Prior to 24 weeks the vast majority of fetuses cannot survive outside the womb.
