By the way, my hair is wavy like this. But it gets really frizzy if I let it air dry

Looks like she has naturally smooth/ straight hair. My best guess as a former hairdresser is a curling wand was used , left a minute or so and then brushed out for a softer effect , then maybe salt spray on the ends and scrunched with hands in an upward direction ( see how the ends look sort of rough compared to the silky top area? It’s usually from the gritty texture of salt spray )

I don't know for sure but I have this same exact pic saved in my gallery under "cute short hairstyles". Lol

Back in the day when I had short hair I used a product that was like a wax/paste/pomade/type consistency. It came in a big tub. Looks to me like you could get this kind of texture with that kind of product. Lemme see what I can dig up and I'll post and example for you.
