You will have to find a family lawyer as long as the biological mom gave up her rights to the child it will be easier. It also depends on the state you live in to. I would contact a family lawyer and see what your steps are. It can get expensive though.

My stepson was in foster care and the state told my hubby they needed a paternity test and it turned out to be 99.99% so he was given full custody. That was when my stepson was 10 months old. He is 6 now. Has only seen his mom maybe 10 times since then. She has 5 other kids. All taken away by the state or by the dad of the kids.
