@everythingisschwell So last night me my MIL that's mother in law. Her sister and her boyfriend all went to Walmart and to make a long story short there was this guy beside the drink machines that I was at when I went to go back to get 2 more drink for the ride home. And next thing I know he said that I have really pretty eyes and started to lick his lips. And of course I am scared so he said that again and I said to leave me alone and ran off. But he was look at my daughter the whole time.

Sounds like something you should report. For sure it's unnerving. I'd contact my local police, non emergency line. I'm sure they can pull the footage of this guy. Who knows they might appreciate knowing of this individual before something big happens. And most weirdos start with this kind of crap. So I'd make a report.
