@mommyandstepmommy, it could be either. If they spread I’d say hives. If not it’s a heat rash. I get them in the creases of my arms sometimes when its hot. They itch like crazy too.
@mommyandstepmommy if yoi had eczema a long time ago then that is most likely what it is. Eczema doesn't go away. Stays in your body forever . it just either flares up or it doesn't.
