PIO causing fluid in uterus prior to FET

I'm feeling really frustrated. We have been trying to transfer our last frozen day 3 embryo for months now. Everything always looks great until they tell me to start the pio. Every time right before transfer it gets cancelled due to fluid in my uterus. Has anyone dealt with this before??
