lightening a baby's hair!?

So I recently found out that a family member is purposely lightening her daughters hair (how she is doing it I am unsure). Her daughter is only a year old and had beautiful dark brown hair two months ago and now it's light brown almost blonde. Does this sound ridiculous to anyone else? I mean....why??? She's a baby?!
