Do all women "drop"?

I'm a first time mom, and am due in 15 days. I am still carrying pretty high and baby is constantly way up in my ribs and it's still hard to breathe! I feel like I should have dropoed by now! My mom said that she carried high with all three of us and we were all 42 weekers BC she had to get induced. Also her water never broke with me and my two brothers. I hope this doesn't happen to me!! ?
