3 days still bleeding

I went to the er Friday and was told my level was HCG 400 and that I measured 5 weeks. Well I measured 5 weeks 3 weeks ago with my doc and ultrasound. The gave me medicine and discharged me and I'm still cramping and I'm bleeding more then I was on Friday. I feel as am on my period but they said I was still pregant I'm worried like I'm n pain I can hardly handle the cramping. The er did nothing I've called my doctor and 3 others for different options and they all say the won't see me and I need to go back to the er. I'm like what do I do.
