I would say it wouldn't be concerning unless there are signs of infection - redness, heat, pus, because if it's bleeding it's an open wound. My little one lost his around the same time and there was a bit of blood, then it closed/dried up. Your little one may be opening it up a little with movement. I would keep an eye on it and go to your doctor if you are still concerned.

My last daughter had that issue and the hole under the cord never closed all the way. The ped had to use some time of med's and froze it together. I would take baby in and have it looked at.

Looks normal, just let it dry a couple of days before washing. If it continues to bleed, it might be a problem. After DD stump fell off, there were chunks of dried blood in there that I just left alone for a while.
