They've now enacted a fine for the offense instead of other forms of punishment, which will only make it more difficult for women to come forward and report domestic violence. If they report their husbands they have to pay a fine, which comes out of the pockets that feed their children. It's a horrible vicious cycle. Nobody will know if it's occuring more than once a year, and I guess it's commonplace for women not to leave the house if she's been visibly bruised.
