How does one who never wears makeup or even knows how to put it on right know what to buy??? How do i know what colors and shades are best for my complexion, eyes, whatever? Brands that are great but inexpensive for the novice? What are things that are necessary and things that aren't? What things do i need to get started??

Not a makeup expert or wear makeup anymore.
But when I did wear makeup, I went to mac or Sephora and someone who works there would help me. It's a lot better than guessing yourself and spending money only to find out it's the wrong shade or not the coverage you're looking for.

Start with the basics. Foundation, shadow, mascara, lipstick/gloss. Eyeliner maybe.
If you want to start really simply you can just use a bb cream and some mascara.
As far as colors, that's trial and error to an extent. Go to sephora or Ulta. Test on the back of your hand. Ask an associate for recommendations. They can help too if you ask, both what to use and how to apply. YouTube makeup tutorials.

I prefer ulta over sephora.
They have low end makeup as well as high end.
-concealers (LA girl pro//NARS/ Kat von d if my bags are gross) darker and lighter than me for contouring
-foundation (ABH stick foundation)
-Mascara. Lashes for when I'm going out.
-Highlighters (Becca, nyx) because I love looking like a glazed donut.
-ABH brow wiz. Wayyyy better than the pomade. Pomade/ dip brows not used correctly= dark, over drawn eyebrows.
I have a few eyeshadow palettes I brought online from shops.
Lipsticks and liners. (I love nyx lipsticks, I use to invest in YSL because they were so pigmented and moisturizing)

I went to sephora the other day. I just wanted to be color matched, but they were so friendly and helpful. He helped me find my foundation and offered to help find everything else as well. He probably would have picked out my contour, highlight, blush, and eyeshadow if I had let him. He was super nice. It can be a little hit and miss. They aren't always that enthusiastic but my last experience was really nice.

Maybelline fit me foundation and the mascara they have in the pink almost chrome like tube are they best and a super cheap.

I second the maybelline fit me foundation. If you're like me and on a budget (and also don't wear it that much) it's cheap and I just buy it at Walmart but it works really well!

I've always liked Cover Girl for drugstore cheapies. Especially for mascara, blush and powder. A good alternative that's probably even close to the same price is Clinique in the department stores. It's good quality but not as pricey as some.
Why don't you go to a department store cosmetics counter and ask for some advice and maybe a makeup application. They usually do that free or very low cost. You may even get some free samples and if you like the colors they use you could try to find similar shades in the drug store. I beleive Sephora has samples as well but they are a little intimidating in my opinion.
Or there's always Mary Kay or Avon. I know some ppl that sell their products and they let you know what works for your skin tone and sometimes offer free clinics or makeovers.

For basic make up,
1.Get a good foundation that works for you and covers your imperfections. Sephora is great help( I use Too Faced and it covers everything, all I need is blush when I'm done).
2. Eyebrows are important. At least to me they are. (I use Anastasia pomade) but make sure you also purchase a concealer and mascara for your eyebrows. Concealer defines your brow and the mascara makes your brows look more natural.
3. Eyeliner. I always use eyeliner on the top and bottom of my waterline.
4. Start with light colors and get a good blending brush. You won't believe the difference of blending versus just get a regular eyeshadow brush.
5. Get your favorite lip color. Matte is popular right now and that's all I will use lol.
ETA, at Walgreens you can get (Brow fix Milani) for eyebrows and it works good.$6
The mattes I use $1.99 online they're called True matte. They all work great . Favorite is Turkish Rose. And they last for hours without needing to reapply and it looks beautiful and doesn't crack.
Eyeliner, you can get a good one at Walgreens for less than $6 bucks Covergirl is good
Concealer I got wet n wild at target.
Blending brushes all at target for less than $4
Mascara I use Butterfly intenza pretty cheap too
As far as foundation and eyeshadow I invest in those. But , if you want to get the cheaper eyeshadow use a primer before you do so that the colors pop out more. You can get all this at target , Walmart or Walgreens.

I actually work at an Ulta. It kind of depends on what you want to give good recommendations. If you have dry skin I would say either the IT CC foundation, which has a medium coverage, or Becca Ultimate Coverage, which is a full coverage foundation. If you have oily skin Tarte foundation is the best. Combination skin I would say Too Faced Born this way. Also DO NOT color match on your arms, hands, wrists. ALWAYS color match on your chin or neck. Your arms will always be darker than your face.
I would also recommend a Primer. If you are red the Smashbox Color correcting one is amazing. If you have super dry skin then the Too Faced Hangover primer is awesome.
Eyeshadow is very dependent upon your eye color. Brown eyes look best with greens or purples. Greens look good with browns. Blue eyes look best with more orange tones. If you want more info ask and I'll answer any questions you have but you may wanna PM me

Please don't ever forget primer and setting spray it's like a crime. Also sephora can help you find the colors you need and also be sure to ask for products for your skin type (oily or dry)
