Calling the cops.. Was I wrong?

DF & I were driving to Walmart. We saw a car pulling off the main road into the parking lot. They had a TINY baby in the backseat. Being held by another child. No car seat. I called the non emergency number and reported it & gave them make & model of car and the license plate number.
