Itchy scalp

For a few weeks now I’ve noticed Emma scratch her head initially i thought it was lice, I ran a fine tooth comb through her head and got nothing, she was still scratching and figured I wasn’t able to catch lice because Emma wouldn’t let me comb her hair too much, I checked her and saw nothing, no lice or their eggs.. I did see the scabs where she scratches a lot and makes herself bleed. So I tried sklice on her. That prescribe stuff for super lice, still she scratches. And it’s been like that, I’ll check daily and still nothing. I was using, baby dove shampoo and ran out and started using one I had there that I️ use to use on her, the Johnson’s detangle one, I figured maybe it was that causing her to itch, maybe it’s old. So I threw it out, now I’m using Aveeno shampoo the lightly scented one and the scratching continues. My baby looks so uncomfortable, what can I do to help her? I don’t use any products on her hair. I have used some garnier fructose curls milk, and carols daughter anti frizz spray. But I only use that on occasions where we go out and I want to put her hair up. Any ideas on what could it be?
