Stuffy nose congested?

Noah is having trouble breathing due to a stuffy nose. Not sure why it's stuffed up? Maybe because we moved to a new apartment and it's colder than it was at our old house? Not sure. What can I do to help my poor baby out.. I tried the saline water and nose freeda but that's just helps temporary because he'll end up the same tomorrow morning
