Maybe his kids refused to put coats on and he was already running late so said forget it. Maybe a million things but that doesn’t matter because you don’t know. If you notice it’s a regular thing I’d find a way to offer coats to him for the kids.

Not really getting the 'not affording coats thing' a few of you have suggested, he has a warm coat. I'd sell my own coat & go without if my kids didn't have one. Think most parents would.

I dont understand why everyone is always sayong "dont say anything, you don't know their story" but if everyone stops saying aomething then neglected children will never get help, sometimes we have to say something even if that is how we learn someone needs help. Something has to be said.

I wouldn't say anything. Things happen. It can be one big misunderstanding or mishap. However I would say something if it happens more than once. But I wouldn't be snarky, I'd ask if they have any coats and would accept donations.
