Heeeeelp ladies!
I'm suffering from some of the driest skin to ever exist this pregnancy. I have patches on my stomach, which aren't too bad, and then there are my thighs. My legs look like something out of a horror movie.

You'll get a lot of "coconut oil" advice, and it's worth trying because it also has antibacterial properties. But, personally, not enough soaks into my skin to really make a difference. My skin was just too dry.
I switched to body butter - they have all kinds, and all work really great because they're very thick and really soak up in your skin. Right now I'm using an olive oil one, but also have a great smelling satsuma one. It's the ONLY thing that has helped me. Before that I was so itchy and dry and flaky everywhere I drew blood. Now I'm silky smooth :)
Also, if you haven't already, make sure you drink lots and lots of water! Skin hydrates from the inside.

I get horrible dry skin even when not pregnant. Start with a sugar scrub. It helps get off the dead and dying cells from the top then apply a body butter, I use bath and body works. By using the sugar scrub first your skin absorbs the lotion way better. I use the sugar scrub a few times a week

Coconut oil!!!
Bathe in it. Seriously though. If you can I'd lather up in it and sit naked on your bed on a towel while it soaks in. Or if you can find it, vitamin E cream, it's clear almost like a gel. Or some really thick body butter creams. I'm not a fan of Shea but olive is always a nice one.
I feel your pain, I'm super dry this pregnancy, not as dry as you, but I'm constantly asking hubby to scratch me, especially my back ?
Hot showers will make your skin worse too. I suggest lukewarm baths with oatmeal added and a bit of baking soda. Sounds icky but it will help make the itch subside.

I use a coconut oil and brown sugar scrub in the shower. (Half/half) once out of the shower, I later up in palmers lotion. Palmers is thick and greasy but it keeps me moisturized. I use it 3 times a day
