I don't see anything wrong with it, honestly. Maybe it's best. I mean, when I first went on the pill, they made me start the Sunday after my period started so maybe it's best to start a birth control around your last menstrual cycle.

My doctor prefers to do it that way because it's supposedly easier and less painful. I have irregular cycles so we couldn't time mine right, and I ended up not having my period the day of my appointment. It hurt like a batch!

It's normal. I believe it's because the cervix is slightly open during your period and they can pretty much guarantee you aren't pregnant if you're currently on your period.

Mine was not during a cycle. I'd also feel strange about that but I've heard it mentioned before.

It's easier for them to place because your cervix will be already slightly open versus forcing it. It's less painful that way as well.

Totally normal. The cervix dilates slightly to allow the blood to pass, so it's easier to place the IUD.
