If its a ringworm u can use clear finger nail polish :) to me it doesn't look like ringworm usually its smaller with a very distinct red circle that u can also feel but if it is ringworm be careful when touching cause it can spread to u
When my son was smaller he had something like that on his face and it wasn't ringworm I thought it was but the Dr said it was dry skin and he prescribed him cream and it took care of it.
I bet it's eczema. Very unlike he would have ringworm. Treat with aquaphor or other eczema cream for a week and if doesn't get better see pedi. They might recommend something stronger like hydrocortisone cream

That's too big to be ringworm looks like a patch of eczema or a hive.

I agree I don't believe it's ringworm either. It would be a raised red circle if it was ringworm and I don't see that. I have no advice though.
