Does she have eczema? My son gets patches like that but he has eczema. If you have some shea butter or an unscented lotion, you can run a bit on there to help soothe it.

She was in the bath when I saw it. It's not like flaky dry skin. It's not oily though.

Looks like eczema.. try coconut oil or olive oil on it I use them on my daughter she has eczema and it works wonders.
