This happened at my old office. I waited until everyone else was out of ear-shot and I told her I could see her panties through her skirt. She wasn't bothered, and wore it again and again, but at least I tried.

Slip (heh heh heh) her a note.

I would just say "I don't know if you know or not but your shirt is kinda see through."

So I told her and a funny story about it happening to me. She said 'OMG thank you!!!! I appreciate it so much... ' and a bunch of other stuff. But I'm glad I told her. I would be so embarrassed if I was wearing that here. We work with creeps lol. Not all of them are but some are. She said she is going to go home and put a slip on during her lunch.
