So these next few weeks are getting pretty expensive between Father's Day, a friends baby shower, and 2 of my cousins are having their kids birthday parties (a 1 year old and a 4 year old). My question is for the baby shower I am giving my friend dd's bassinet, she's only 7 months old and slept in it like 5 times. Is it okay if I just give her a small pack of Pampers diapers and wipes since I'm also giving her the bassinet?

Honestly the pack of pampers would be just fine imo. Baby showers aren't all about the gifts.

I think a small thing of diapers and wipes is fine with the bassinet.
1 year old: stacking blocks, shape toy, clothes, stuffed animal, books.
4 year old: books, clothes, barbies, sprinkler.
