I would wait till he starts showing interest in pulling up or once his arms get strong enough to pull up. My LO is almost at that point it makes me sad lol he is so cute by the way!
Because kids can advance quickly I would say lower it just to be safe.
My daughter could only roll back to front, at least I thought, so i put her down for a nap in the middle of my bed laying on her stomach, needless to say she chose this day to learn to roll front to back and almost rolled off the bed. So I'd say lower it just as a precaution.

We lowered my sons mattress last week because he is starting to try to pull himself up now. He can almost do it!
