My son is 21lbs and the doctors aren't concerned . I goggle the average weight for a 1yr old because like you I was concerned and it said the average weight is 21lbs . Very based on whether breast fed or not and also gender . I'm sure there are other factors but those two stood out to me.

My son is close to your daughters age and he's 29lbs but girls are smaller like @mamaof2here said. He was a bit of a chunk when he was your sons age

My son is 30lbs, his cousin who is almost five is like 37lbs. Some kids are bigger, some smaller, but so long as the growth curve doesn't suddenly change, it's healthy for them.
