Make sure you are getting the shampoo out which is really hard to do. Otherwise it will just keep coming back

It's hard with babies though because they don't like when you pour water on their head

Cradle cap is build up maybe try changing shampoos. I like this one. Helped a lot with build up and or cradle cap

Looks like cradle cap. Put some vitamin e on. Let it soak then give a bath and use your nails to scrub and make sure you wash the hair really good. My son use to have it and I did that it hasn’t been back.
