With my son he was on whole milk by 10 months because every formula we tried he was having problems with and I just got tired of it I put them on whole milk and he did just fine... As for my daughter she started whole milk at 11 months because my milk was running out and it was just stupid to spend that kind of money on formula when she was going to be on whole milk soon anyways so I switched her at 11 months...
Well my son has had dairy products since he was about 3 months old (ice cream and such) but whole milk itself I introduced around 10 months. Off formula by 11 months.

Starting introducing it by 11 months, adding a little to his formula. By a little over a year, it was all he drank.
