I have no clue about the bumps. I'd take him to the doctor. The peeling skin is completely normal though.

Could be a skin irritant to a soap lotion or clothing

Could be hand foot mouth disease it’s not a disease though look in his mouth and feet if so it needs to be treated

Can you get like a close up of one of the bumps? If it has an indent in the middle it’s called molluscum. My daughter had it. Not life threatening but it is contagious to kids and adults. And it’s not easy to get rid of. She had it on her belly for 2 years. We’re down to get last one
