When a baby is first born, they have skin that just needs to come off, like my daughter's hands were so dry and peeling.. but now they're normal. Have you tried putting a little breast milk on it though? The face is so sensitive for anything too heavy.
I know pMy daughter had same problem, my pediatrician told me that it's normal that after time it'll peel off on it's own they told me that no matter how much moisturizer I use it'll still be like that so they told me it's better not to use products and that babies natural oil it's the best moisturizer
@starwars-mom is right when my baby had red patchy dry skin on her chin they told me to try Vaseline although I didn't tried cuz it cleared up before trying the Vaseline. I heard that Vaseline works like a coating. Anyway I hope it gets better soon I know it's very worrisome I still struggle with mine😥 but newborns tend to get lots of skin problem so don't worry too much
@damiensmommy1117, it’s completely normal. His whole entire body is going to peel. His feet, hands, writs, arms, elbows EVERYTHING it’s just a layer of skin that needs to come off and DON’T pick it off though. I didn’t put anything on my son for it but try some coconut oil

Unscented Vaseline helps a ton.
