OK so why can't I get rid of this and what is it? Any suggestions on what to use on it?

Try aloe vera or aveno

@rola Ty. So far I've tried eczema cream for babies, a couple lotions even diaper rash cream.

May be a yeast infection from always being sweaty and not being dry.

Yeah it does look like yeast. Vinegar will kill it! Then keep it dry.
