Her middle toe crosses on top of big toe, making it look like she only has 2 toes. (imagine crossing your fingers, that's what it looks like from the front)
Does this look like a dog? If so, what kind? Someone posted it on a lost dog Facebook page and said that she is very skinny and looks like she's been on her own for a while. She kind of looks like a baby fox or coyote to me.
