Have you tried benedryl?

I think I've put something similar it didn't help it got more swollen

Her foot looks awfully red. Might need a dr to get better meds. Does she have fever or anything else going on?

Give her children's Benadryl the kind you ingest and if it's still swollen take her in

Ice will help bring down swelling till you can get some too
