As someone that doesn't wear makeup often, and doesn't want to spend all the money in the world... I'd suggest going to target and looking at the elf brand. I like them, it's good makeup for not a ton of money, it's also vegan. No animal parts, no animal testing.

My next favorites are Naked, Kat VonDee (Sephora exclusive), and NYX. But I have a love/hate with NYX. Loreal bought them, and they test on animals. NYX doesn't, but parent company does.
