Ours was locally made. The way you measure them is measure your baby's neck and add 1.5 inch. It should fit so that it can be pulled to the top of their chin but not over because any longer is strangulation risk. The one size will fit majority children up til 2. Look up Bitty Babes Amber, she made ours and is starting to ship now.
