Anyone else's child just come over and randomly scratch or hit you and walk away. I smack her hand but it doesn't phase her at all. Putting her in "time out" in the play pen doesn't do anything but piss her off and will cry untill someone takes her out. Uncontrollable, choking and snot everywhere , kinda crying ... idk what else to do.

She's too young to understand but she's getting there. Just continue to be consistent

With my son I over react, like I've just been shot. It scares him. And he apologizes and has slowed down with it

I firmly tell my daughter, "No, not nice." Or "No hitting Pay." That works well. Popping her hand, especially when she's this young, is showing her that hitting is sometimes okay. And they're too young to differentiate when you can and cannot hit. If that makes any sense lol.
