FTM Question, are they aloud to wear wind breaker coats like a fall one in there carseats?

Something that is snug enough for there carseat belts to fit snug against them

Yes. As long as it is still snug against the babies body and doesnt leave a space. If it is too big you can but the baby in and put the coat on backwards to cover her arms. Kinda silly
