You typically go by the weight. My kids are long so it tends to be kinda tricky for me. Buy I use my infant seat for about a year then buy a 5 point harness after and they are in that until maybe 4.......
Length is important too, your infant seat should give you the limits, like mind goes to 30 pounds OR 30 inches, whichever comes first. Also, there should be at least 1 inch of the car seat above babies head, so if you have a baby with a long torso like mine they may outgrow it before they hit the length limit!

25lbs or 30lbs are usually the infant carseat limit
