Amount is based off of how much he makes, unless he's "unemployed" or some random bullshit, then it's based off minimum wage. It's technically 30% of wages earned. It is also based on amount spent with the child. If there are no court paper establishing any visitation/custody then it's presumed that the father doesn't come around and is set to the maximum amount to be paid.
No sure how often since I kept mine out of court (didn't want to egg him on to file for custody)
If he doesn't pay, they start taking things away like drivers license and if he still doesn't pay then he gets arrested.
Every month he doesn't pay, it's a certain % interest added on to what he currently owns. Every year he doesn't pay off what he missed there's now interest on the entire amount of child support as a whole

If he doesn't work, I don't think you can get money but they can help him look for work and if he goes a certain amount of time without working/paying they can start taking things away like his driver's license.
