Yes most hospitals do if contractions are close together

If you're dialated and feeling contractions, try to get the contraction closer together before going in. Bounce on a ball, walk, have sex, drink lots of water, get moving :)

My hospital does if you seem like your in active labor, but if it seems like you're stuck at 4, then they'll send you home

Depends. They didn't keep me until I contracted more or my water broke.
