It honestly sounds like she's just discovering herself. I have 3 year old b/g twins and my son is currently obsessed with his penis, it's like it's a new toy.

Ok, too young to explain to do that. Whine closed doors. I would say it's totally normal. I have two sons so it's different but I know girls will do the same thing. I wouldn't be concerned, unless you think someone she's been around was inappropriate, buuuuut it's usually one of those normal kid things. Maybe her lady parts or just irritated or something.
Self exploration is normal for little kids. However if they've been in the care of others you could ask if they've noticed your little one touching themselves often. It depends on the age of your kid as well, but all kids do find themselves eventually without any harm done by others.
As soon as I take my boys diaper off his hand goes down straight down there. Even with the diaper on he's grabbing his crotch.
